In addition, the determining factors of the population in this area, unlike other parts of Tehran, are "foreign", "flexible" and "subject to policies". According to the comprehensive and detailed plan that has been approved in advance, this area may have more than 600,000 people, but with the approval of the urban complex plan, residential construction has been stopped and the land has been allocated to urban-metropolitan services.
